The Expanded Learning Opportunities Program (ELO-P) provides state funding for after-school and summer school enrichment programs for students in transitional kindergarten through sixth grade.
ELO-P is open to income-eligible students, foster youth, and English learners at no cost to families. Students are provided with 9 hours of care each day, which includes the full instructional day and 30 nonschool days of care provided during a combination of winter and summer recesses.
“Expanded learning” means before-school, after-school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of students through hands-on, engaging learning experiences. It is the intent of the state legislature that these programs are student centered and results driven and include community-based organizations as partners. Furthermore, ELO-P should complement, not replicate, the learning activities provided for students during the regular school day and school year.
